In my experience working with enterprises across the Middle East, the organisations successfully scaling AI and realising measurable ROI are doing three things in sequence, and the sequence matters.

The first is establishing a governed digital twin of the organisation; unifying processes, roles, rules, controls, and systems into a single, trusted foundation that reflects how work actually connects, not how it is assumed to.

This is not a documentation exercise. It is an operational blueprint that tells AI agents what the business actually is: how it makes decisions, where authority sits, what boundaries exist, and what outcomes are required.

For enterprises operating within the UAE’ s AI governance mandate or Saudi Arabia’ s SDAIA compliance framework, this stage is not a best practice. It is the architectural prerequisite for regulatory defensibility.

The second is making that foundation dynamic.

By connecting the governed foundation to real execution data, organisations create a living intelligence layer, one that shows how work actually flows across systems, people, and agents in near real time, surfaces deviations before they become risks, and continuously updates the operational picture as the business changes. This is where process intelligence moves from governance tool to strategic asset.

The regulatory framework across the UAE and Saudi Arabia is actively accelerating this transition for enterprises that are paying attention. The UAE’ s new national Artificial Intelligence and Data Authority consolidates AI policy, data governance, and digital government delivery under a single mandate.

The third is deploying agents onto that governed, dynamic foundation. At this stage, AI agents have the business context they require to act reliably; they understand the boundaries, rules, and outcomes that govern their decisions.

Crucially, their outputs can be monitored, measured, and continuously refined. Governance is not bolted on after deployment. It is architectural from the start. For organisations already mid-deployment, the foundation can be built in parallel with existing initiatives.

The value of establishing process context does not diminish because agents are already running; it accelerates the governance and ROI clarity those deployments currently lack.

Across industries from financial services to manufacturing and energy, organisations that have applied this sequence are consistently reporting faster time to value, stronger governance outcomes, and greater confidence in their AI roadmaps.

This means the governed foundation is no longer only a competitive advantage for GCC enterprises; it is becoming a compliance requirement. Organisations that build it proactively are simultaneously preparing for regulatory defensibility and building the operational infrastructure that makes AI value realisation possible.

The GCC has the investment, the policy framework, the national ambition, and increasingly the regulatory structure to lead the world in responsible, scalable AI deployment.

What the next phase requires is the operational discipline to move beyond experimentation and build the foundation that makes every subsequent AI deployment faster, more defensible, and more certain to deliver measurable value. •
